Known as the “All-Seeing Eye of God”, this is one of the symbols commonly associated with the Committee of 300 by conspiracy theorists
The Committee of 300 (300人委員会, Sanbyakunin Iinkai) is a secret society with 300 members in it worldwide, which for over a century has plotted world domination, with the goal of a one-world government, also known as the Human Cultivation Project or the New World Order, and is the central antagonist of the Science Adventure Series. Kouzou Inohana and Yuudai Kuramochi are both members of this organization.
It is partly based on the real life Committee of 300 conspiracy theory by John Coleman. It is also partly based on the real life conspiracy theory about The Illuminati and the New World Order.
The Committee has countless front organizations all over the world, and is said to secretly control the world from the shadows. Their power spreads not only to the politics of all major world powers, but also religion, the economy, science, and military and intelligence agencies, among other things.
The Committee of 300 in ChäoS;HEAd[]
Project Noah[]
Main article: Project Noah
In ChäoS;HEAd, the Committee of 300 acts as the master puppeteers behind N.O.Z.O.M.I.'s Project Noah, aspiring to obtain the power of mind control and altering reality through realbooting in order to achieve complete world domination. This plot involves attempting to perfect Noah II and using porters to extend that device’s range worldwide, in order to control all five senses of every single person in the entire world, as well as attempting to be able to remotely control the movements of people’s bodies against their wills, and even be able to alter reality itself to suit their goals.
Eventually N.O.Z.O.M.I.'s CEO Gen'ichi Norose betrays the Committee with the plan to use Noah II to turn the world into a perfect utopia with no conflict, which would cut the Committee of 300 out of the picture and prevent them from ever achieving their own goals of world domination. He then gets killed by Takumi, who also destroys Noah II, deeming the project a failure.
In Sena's route[]

In the Sena route, the Committee contacts Takumi and Sena through a chat screen appearing on a broken monitor. They claim to have killed Inohana and Kuramochi, and ask Takumi and Sena to destroy Noah II. They claim the Committee exists in a world on a level higher than this one, and work as administrators of this world, fixing errors that arise, such as Noah II. Thus, Inohana and Kuramochi are not the real members, and the idea they are was artificially implanted in their heads by the Committee. Additionally, they say that the Human Domestication Project is only a conspiracy theory, and they are only concerned with maintaining the errorless state of the world. After the Committee promises to provide a "cheat code" to help Takumi and Sena, they leave the building, leaving only Issei Hatano behind. Issei remains sceptical of the Committee's claims, and asks if they see this world as a game, a farm, or something similar. The Committee refuses to answer, but states they will never let anyone knowing their true nature remain alive. Before Issei can warn Takumi and Sena, the building explodes, killing him.
Due to the Committee itself being the only source of information described above, it is unclear how much of it is true and how much was a lie to convince the two Gigalomaniacs to destroy Noah II.
The short scene in the ending of the route reveals Katsuko Momose working as a Debugger for the Committee, and her role being changed to a Surveillant after the events of the route.
